Naruto [Kurama Mode] categorized as a Legendary Ninja like Ay[Fourth Raikage], Hashirama Senju, Sasuke [Susano’o] and more. It requires minimum 1400 seal draw from Great Ninja War (GNW) Treasure to get Naruto[Kurama Mode]. The main reason to put the minimum at 1400 is that you will definitely get either Madara Uchiha [Founder of Konoha] or Naruto [Kurama Mode] at 700 seal scrolls draw. If you get Madara Uchiha first than you will be required to draw another 700 to get Naruto [Kurama Mode]
